The Republic of Ireland has no licence requirement for coarse or sea fishing: anyone can fish freely on coarse waters and from the coast (most venues still charge a day ticket). For salmon and sea trout you need a state licence (around €40 annually) plus a permit from the fishery. The regulator is Inland Fisheries Ireland (fishinginireland.info).
