On freshwater piers, yes: the normal state fishing license applies. On the coast it varies. Many saltwater piers carry a blanket pier license that covers everyone fishing on them, which is why some coastal piers advertise no license needed. Check the pier operator's signs before you assume either way.

Public lake and river piers are almost always free with your license. As a 2026 guide, coastal piers typically charge $2 to $10 for a day of fishing, or run season passes, and pier tackle shops rent rods for beginners. It remains the cheapest way to reach deep saltwater without a boat.

Freshwater piers produce crappie, bluegill, catfish and bass, and piers near dams add walleye and stripers. Coastal piers produce whatever runs past: spot and croaker, mackerel, bluefish, sheepshead around the pilings, and kings or tarpon from the big Gulf and Atlantic piers.

It is the single best place to start. No casting distance needed, fish hold around the pilings at your feet, railings keep kids safe, and other pier regulars are usually generous with advice. A simple two hook bottom rig with shrimp or worms catches something on almost any pier.
